In the Open Source Program, free licenses are granted only to core project committers. Who qualifies as a "core developer" of the project?

Free licenses are provided to active developers only. Their contributions to the project should be regular and visible in the project’s repository. When evaluating a request, we make sure that each license requester has contributed to the project every month for at least six months prior to the application.
