Can we purchase additional build configurations without buying a build agent license?

No. You can only get build configurations as part of a build agent license.

With TeamCity Professional Server you get up to 100 build configurations, plus 100 more for each additional build server license.

You can also switch to a TeamCity Enterprise Server for unlimited build configurations.
