TeamCity: Unable to generate a legacy license key
Symptoms
A legacy license key cannot be generated for TeamCity agent licenses.
Environment

- Product: TeamCity On-Premises
Cause
Generating legacy license keys for TeamCity agent licenses requires organization or team administrator permissions. The error may occur if the user does not have the required permissions or due to a temporary system issue.
Resolution
- Sign in to JetBrains Central Console using an account with organization or team administrator permissions
- Follow the instructions in Getting TeamCity legacy license keys to generate the license key
- If administrator permissions are unavailable, contact the organization's administrator and request assistance with generating the key
- If the error persists despite having the required permissions, wait a short while and try again
- If further assistance is required, contact Sales Support and provide:
a. The License ID, order number, or Customer ID
b. A screenshot of the error message
