If I need several YouTrack installations, may I use the same license for all of them?

According to the YouTrack Server Subscription Agreement, the licensee may:

• Run one instance of the YouTrack Server with a single License key;
• Make one hot backup copy and an unlimited number of cold backup copies of the Software. 

We recommend using a Free plan for up to 10 users to manage the staging environment for testing the YouTrack Server installation, since it usually doesn't require all team members to have access. You can mirror all users and their data from the production environment to staging, but all users except 10 specified by the administrator will be banned from accessing staging.

Getting a temporary free trial (fully functional YouTrack Server version) subscription for up to 10,000 users and 100 support agents for a 60-day period is also an option to perform some temporary tests.

Moreover, if your team's process requires constant access by all team members to an alternative/staging YouTrack installation, we'd ask that you purchase a separate license per the license agreement. Compared to Jira, even with two paid licenses, the cost of ownership was substantially lower.
